The AI Opportunities Action Plan sets out 50 recommendations to grow the UK AI sector, increase adoption across the economy and improve public services. The government says it will take all 50 forward.
The shift of emphasis is the notable part. Two years of argument about safety and existential risk, and the document is largely about diffusion.
The business thought
The strongest opportunities are usually vertical: combining a model with domain expertise, workflow integration and a measurable outcome. Horizontal tools are competing with the model providers themselves.
Public-sector adoption also creates markets that have little to do with models: evaluation, data engineering, security and change management. The unglamorous half of any technology programme is where most of the money is spent.
The practical watch
Choose one expensive, frequent workflow and measure baseline cost, latency and quality before changing anything. Without a baseline there is no way to know whether it worked.
Budget for integration, staff redesign and review. Model access is a small fraction of the cost of adoption, and it is the only part anyone quotes.
